Your actual CPC is what you pay for a click, and it's set by the auction: roughly the minimum needed to clear Google's thresholds and beat the advertiser below you. So it moves when competitors change, when your position changes or when your own bids and quality change.
Google defines actual CPC as the final amount you're charged for a click.

Actual CPC can exceed your max CPC if you enabled Enhanced CPC or set a bid adjustment.

4Ad quality dropped
Ad Rank combines auction-time quality (expected CTR, ad relevance, landing page experience) with your bid. Lower quality makes each position cost more.

Ad Rank also depends on the searcher's location, device and time of search, so a shift in who is searching can move CPC.

Undo changes you made

Start with what changed in the account and around it. Bid strategy or target changes, new keywords, match types, new competitors in the auction and weaker landing page relevance all move CPC. The change history and auction insights come before any bid edits.
