Google Ads limited by budget means your average daily budget is lower than your settings could spend, so Google shows your ads less often. Check the budget simulator, then either raise the budget or lower bid adjustments and targets so more clicks fit inside it.

  • Open the budget simulator to see what a higher budget would buy.
  • Check whether you recently raised bid adjustments.
  • Check whether a Target CPA or Target ROAS strategy is pushing bids up.

What this error means

Your campaign could show to more people than your budget pays for, so Google spreads your budget by showing ads less often. It isn't an error, and a budget-limited campaign can still meet its goals.

Google's definition: your average daily budget is below the amount it recommends for winning every available impression and click with your current settings.

Raising bids for locations, devices or audiences makes ads eligible for more auctions. If the budget doesn't rise with them, the campaign becomes limited.

Target CPA and Target ROAS may aim for outcomes that need higher bids than your budget can support consistently.

How to fix it

Decide how much more traffic you want

  1. Click the budget simulator in the campaigns table to see the exposure at different budgets.
  2. Remember a budget-limited campaign can still succeed: only raise the budget if the extra clicks are worth it.

Raise the budget or lower the bids

  1. Increase the budget to get more clicks, or decrease bid adjustments to fit more clicks inside the current budget.
  2. Make changes in considered steps rather than frequently: frequent budget changes can reset Smart Bidding's learning.
  3. If you use an automated bid strategy, note that most ignore location, time, audience, call and demographic bid adjustments, except Maximize clicks.

  • Raise the budget whenever you widen bid adjustments.
  • Check budget and bid targets together when you use Target CPA or Target ROAS: Google will not adjust either automatically.
  • Change budgets in considered steps rather than often.

Leaving it limited is fine when the cost per result is above target, or when the client wants a fixed cap. Raising the budget makes sense once results are clearly profitable. The label is a prompt to think, not an order to spend more.
