What this error means
Google treats your budget as an average, not a daily cap. It can spend up to twice the daily budget on a day with more traffic, then less on quieter days, so the month averages out. You're never billed more than the daily or monthly spending limits, even if served costs go above them.
Google says that on a given day your campaign might spend up to twice your average daily budget to take advantage of fluctuations in traffic.

1Normal overdelivery on a busy day
The daily spending limit for most campaigns is 2 times the average daily budget. Spending above the budget on a busy day is expected.

2A budget change or new campaign mid-month
If you change the budget during the month, the rest of the month paces to the new budget over the remaining calendar days. A new campaign started mid-month paces to the remaining calendar days too.

3Ad scheduling
With an ad schedule, the monthly limit is still 30.4 times the daily budget, paced over the days the campaign is active, so active days can spend more.

4Served cost above the limit
Sometimes served costs go above the spending limits. You're still never billed more than the limits; Google covers the difference.
