What this error means

A remarketing list, now called a data segment, fills as people visit tagged pages that match its rule. A new list starts empty. If it stays empty or small, the tag isn't firing, the rule doesn't match, traffic is too low, or the data is blocked from export.

The Google tag may not be added correctly, may have been edited when copied, or may sit in the wrong place.

A rule that does not match the real URL adds no one.

How to fix it

Fix the tag and rule

For: The tag snippet is wrong, The rule does not match your URLs

  1. Use Tag Assistant to check the tag is present and unaltered.
  2. Paste the snippet above the closing head tag.
  3. Rewrite the rule so it matches the real URLs.

Grow the list

For: Under the active user minimum, Low traffic or short duration, Segment closed

  1. Check the segment size in Audience manager.
  2. Lengthen the membership duration.
  3. Tag higher-traffic pages if tagged pages get little traffic.

Fix Analytics audiences

For: Analytics export settings

  1. Turn on Google signals.
  2. Check Audience sources shows matching users triggering events.
  3. Broaden an audience that is defined too narrowly.

How long it takes

Google says a newly created segment may take up to 24 hours before a campaign reports impressions. People join a segment within seconds of visiting a tagged page.

How to stop it happening again

  • Test the tag with Tag Assistant after any site change.
  • Use the segment in a campaign, because unused segments are closed after 540 days.
  • Set a membership duration that matches your sales cycle.

The tag comes first. I check that the Google tag or event fires on the right pages and that the list is linked to the right data source. Then I look at membership duration, rules, and whether consent settings block the audience.
