What this error means

Google limits how you target people when you advertise in sensitive categories such as health, alcohol or gambling. You can't use audiences you built yourself (remarketing, Customer Match, lookalikes), but you can use Google's predefined audiences, which exclude sensitive signals.

Google now calls the policy Restricted targeting in personalized advertising. Advertisers in sensitive interest categories can't use advertiser-curated audiences.

Why it happens

Remarketing lists, Customer Match, your data segments and lookalike segments are advertiser-curated and not allowed for sensitive categories.

2Demand Gen defaults

Demand Gen campaigns use advertiser-curated audiences by default, so sensitive category ads there may be restricted.

3Your site or ad falls in a sensitive category

The site, app or ad content puts the ad in a sensitive interest category, sometimes unexpectedly.

How to tell if this is you: Your landing page discusses health conditions, finances or other sensitive topics.

How to fix it

  1. Remove advertiser-curated audiences from the ad, and check ad groups, asset groups and campaigns too.
  2. Use predefined Google audiences, which are allowed even for sensitive categories.
  3. Or edit or remove the content that falls in the policy, on your site or in the ad, then save.

How to appeal or request a review

Appeal if you believe your site, app or ads don't fall under the policy.

  1. Open Policy manager.Tools then Troubleshooting then Policy manager
  2. On the Policy issues tab, select Appeal on the affected ad.
  3. Under Reason for appealing, choose Dispute decision or Made changes to comply with policy, then submit.

What to include

  • Pick the reason that matches what happened: you're disputing the decision, or you've made changes to comply.

What not to do

  • Don't leave unfixable ads running: remove them to help avoid a suspension for repeated violations.
  • Don't keep resubmitting an appeal that failed or was marked as a duplicate. Make a small edit to the ad text or final URL and save it instead, which makes Google crawl the page again.

How long it takes

Google reviews most ads within one business day, though some take longer. If an ad is still under review after more than 2 full business days, check its status; after more than a week, contact Google Ads support.

How to stop it happening again

  • Use predefined Google audiences for sensitive category campaigns.
  • Check Demand Gen audience settings before launching sensitive category ads.
  • Remember people under 18 receive no personalised ads.
