What this error means

Healthcare advertising is tightly controlled. Some content can't be advertised at all, and some only by approved advertisers in allowed locations. Even when approved, those ads typically run as Eligible (limited).

Why it happens

1You haven't applied to advertise

Prescription drug services, restricted drug terms, pharmaceutical manufacturers and several other categories need an approved application.

2Restricted drug terms

Prescription drug terms in your ads, landing pages or keywords are restricted, depending on location.

How to tell if this is you: You or your site name prescription medicines.

3A targeted location is not allowed

Rules differ by location, so content allowed in one country may be blocked in another.

How to tell if this is you: You target several countries.

4The product is never allowed

Some products, such as certain unapproved substances, can't be promoted regardless of claims of legality. Offering prescription drugs without a prescription is treated as an egregious violation.

How to tell if this is you: You sell supplements or medicines on Google's unapproved list, or without prescriptions.

How to fix it

Find out what is required

  1. Open your ads and hover over the status. Not eligible ads show more detail on hover.Campaigns then Ads
  2. If the policy details show Certificate required, apply to advertise in that category.

Remove what is not allowed

For: Restricted drug terms, A targeted location is not allowed, The product is never allowed

  1. Edit ads and keywords to remove restricted drug terms, and check the landing page too.
  2. Remove locations where the content is not allowed.
  3. Select Save to resubmit.

How to appeal or request a review

Appeal once you've fixed the problem, or if you believe the review got it wrong.

  1. Open Policy manager.Tools then Troubleshooting then Policy manager
  2. On the Policy issues tab, select Appeal on the affected ad.
  3. Under Reason for appealing, choose Dispute decision or Made changes to comply with policy, then submit.

What to include

  • Pick the reason that matches what happened: you're disputing the decision, or you've made changes to comply.

What not to do

  • Don't keep resubmitting an appeal that failed or was marked as a duplicate. Make a small edit to the ad text or final URL and save it instead, which makes Google crawl the page again.
  • Don't appeal the same ads again within 24 hours. Appeals inside that window are marked as duplicates.
  • Don't waste attempts. After 3 unsuccessful appeals on one ad, you can't appeal it again until you contact Google Ads support.

How long it takes

Google reviews most ads within one business day, though some take longer. If an ad is still under review after more than 2 full business days, check its status; after more than a week, contact Google Ads support.

How to stop it happening again

  • Check location-specific healthcare rules before adding a new country.
  • Apply for Manager Account Certification if you run several accounts under one manager.
  • Expect Eligible (limited) on approved healthcare ads; that is normal.
