What this error means
Your list size is the number of records Google could match to active Google accounts, not the number you uploaded. Formatting and hashing mistakes stop records matching, and lists that aren't refreshed lose eligibility.
Google says upload problems and small list sizes can both be traced to problematic file formatting or incorrect hashing.
Why it happens
1The file format is wrong
The file must be CSV, contain at least 100 records, and use only the allowed headers. Address matching needs all 4 of First Name, Last Name, Country and Zip.

2The data was hashed incorrectly
A badly hashed file can still upload but won't match. Country and Zip must not be hashed, and emails and names must be lowercase with no extra spaces.

3Customers don't match active Google accounts
Some customers are not active on Google or have opted out of ad personalisation. Mobile device ID lists only include users active in the past 30 days.
How to tell if this is you: The file is clean but the match rate is still low.
4The list is stale
Lists over 540 days old, or without enough users uploaded or updated in that time, become ineligible.
How to tell if this is you: You haven't refreshed the list in a long time.

- For address matching, include First Name, Last Name, Country and Zip.
- Let Google Ads hash the data for you rather than pre-hashing it.
- If you pre-hash, don't hash Country or Zip, and lowercase and trim emails and names first.
