What this error means
Dynamic remarketing shows products people viewed. Before ads can show, the ads, remarketing list and products all need review. Then the list needs enough users, targeting must reach enough people, and bids must be competitive.
Why it happens
1Not reviewed or not live
Google only sends products for review once the campaign is live.

2Tag or list problems
A list will not populate if the tag or event snippets are wrong.

3List too small
Ads need a list of 100 active visitors in the last 30 days, and a new list often lacks volume.

4Targeting too narrow
An ad group reaching too few people will not show ads.

How to fix it
Find the alert
- Go to Overview in the Campaigns menu and open the Status review card.
- Enable the campaign and confirm products have been sent for review.
Fix the list and tag
For: Tag or list problems, List too small
- Check the Google tag and event snippets are implemented correctly.
- Widen the lists' targeting or add larger lists.
Widen targeting and bid
For: Targeting too narrow, Bids too low
- Move some targeting methods to Observations.
- Raise bids that are too low.
Fix ads and lists
For: Disapproved ads, Disabled audience lists
- Edit disapproved ads so they are sent for review again.
- Remove disabled audience lists from every ad group.
- Check ad templates if ads display wrongly.
How long it takes
Google doesn't publish a timeline for this.
How to stop it happening again
- Check the Status review card regularly.
- Keep audience lists above the minimum size.
- Avoid stacking many targeting methods in one ad group.

Diagnostics alerts on the audience source or the feed first, such as missing parameters on the tag or products that do not match. Then I check the list size and whether the Merchant Center feed is approved. The alert usually names the problem.
