What this error means
Meta prohibits helping anyone evade or get round its enforcement. Its Circumventing Systems URL now opens the Account Integrity policy, which covers accounts used to evade earlier removals or review. The Spam policy adds cloaking and misleading links. These can lead to account restrictions, not just a rejected ad.

How to fix it
- Make the landing page identical for everyone, including Meta's systems.
- Make each link deliver exactly what the ad promises.
- Remove anyone who obtained access by purchase or exchange.
How to appeal or request a review
If you believe the decision is wrong, an admin can request a review of a restricted account. For a single rejected ad, request a review in Business Support Home.

What not to do
- Do not set up replacement profiles, Pages or ad accounts: accounts created to evade a previous removal are themselves restricted.
- Reviews are limited and the decision is final once completed.
How long it takes
Meta says a restriction review is typically completed in 48 hours, although it may take longer in some cases.
How to stop it happening again
- Never serve different content to Meta than to people.
- Only use assets you own and control, never bought or rented access.
- Deal with a restriction through review, never by working around it.

In my experience the cause is often a mismatch between what Meta reviewed and what people actually see, like a landing page that changes after approval or a link that redirects somewhere unexpected. I check the final URL, redirects and any content that looks hidden. Then I fix it plainly and use Meta's own review request.

What happened to the Circumventing Systems policy?
The old Circumventing Systems page on Meta's Transparency Center now shows the Account Integrity policy for business assets. The Advertising Standards still prohibit helping anyone evade or circumvent enforcement.
Is cloaking a policy violation?
Yes. Meta's Spam policy prohibits cloaking, which means presenting different off-platform content to its integrity systems from what people see.
Can I open another ad account if mine is disabled?
No. Accounts created or repurposed to evade a previous removal can be restricted too. Request a review instead.
Can an agency or freelancer get my account flagged?
Yes. Assets owned by the same person or entity as a disabled account can be restricted, and buying or renting admin access is not allowed.
