What this error means
The restriction sits at the top of your setup. A business portfolio holds your Pages, Instagram profiles, ad accounts and catalogs, and its status affects every ad account, shop and asset it owns. While restricted, the portfolio isn't allowed to advertise.
Meta says that if a business portfolio is restricted, it isn't allowed to advertise.

How to tell if this is you: An admin or partner in the portfolio has had their own assets disabled.
3Unusual activity under investigation
Meta may temporarily restrict features, such as adding admins or creating new ad accounts, while it investigates.
How to tell if this is you: You can still see the portfolio but can't add people or create ad accounts.
4Suspected compromise
Meta suspects the portfolio or its assets have been hacked.
How to tell if this is you: There are admins, partners or ad accounts you don't recognise.
How to fix it
Find out what is restricted and why
- On a computer, open Meta Business Support Home.
- Pick a date range of the last 14, 30 or 90 days, then open the
Outstandingtab. - Click the restricted portfolio and follow the
What you can dosection.
Verify the business if asked
- You need full control of the business portfolio.
- Go to
Security Centerin Meta Business Suite and start verification. - Enter details that exactly match your legal business entity.
Clean up who has access
For: Links to disabled or violating accounts, Suspected compromise
- Remove admins and partners you no longer work with or do not recognise, since links to disabled or violating accounts can affect your portfolio.
How to appeal or request a review
An admin can request a review if the portfolio was restricted in error.
- Open Business Support Home and choose
Account status overviewfrom the menu on the left. - Select the restricted account.
- In the
What you can dosection, selectRequest review. - Complete the on-screen steps. You must be an admin on the account.
What not to do
- There is a limited number of restriction reviews and the decision is final once completed.
How long it takes
Meta says a restriction review is typically completed in 48 hours, although it may take longer in some cases. If you also submit business verification, a decision on that may take up to 14 business days.
How to stop it happening again
- Only give portfolio access to people and partners you know and still work with.
- Verify the business before you need features that require it.
- Keep two-factor authentication on for everyone in the portfolio.

From what I have seen, a whole portfolio is restricted when the issue sits on something shared across it, such as the business itself, an unverified business, or a risky connected asset. A single ad account problem usually stays on that account. I check Account Quality and appeal inside Meta's own tool.

When to get help
