Items invalid can block catalog campaigns, and spending limits pause everything. Raise or drop the cap, keep the budget at least 5 times any cost goal, and stop pausing.

What this error means

Advantage+ campaign budget moves money between ad sets automatically, so under-delivery is less likely than with fixed ad set budgets, and some ad sets spending less than others is normal. If the whole campaign won't spend, something is holding back the auction: budget, bid, pacing, catalog or a limit.

The first thing I look at is whether the campaign is actually able to deliver, so I check for review status, payment problems and account spending limits. If those are clean, I compare the budget with the cost per result, because a budget that is too small for the goal often leaves it barely spending. Creative and audience come after that.
