What this error means

Meta's delivery system learns how to deliver each ad set, and usually exits learning after about 50 results in a week. If the ad set is unlikely to reach that, the Delivery column shows Learning limited. Your budget isn't being spent as effectively as it could be, but it isn't a penalty.

Meta applies the label when an ad set looks unlikely to reach about 50 optimization events in the week following its last significant edit.

Many ad sets and ads split learning; high auction overlap between them also limits delivery.

How to fix it

Check the numbers

  1. Open Columns, click Customize columns and check Optimization events.
  2. Add the Last significant edit column to see when learning last reset.

Get more events per ad set

  1. Combine ad sets and campaigns. Combining similar ad sets also combines learnings.
  2. Expand the audience.
  3. Raise the budget, or the bid or cost control.
  4. Optimize for an event that happens more often, for example add to cart instead of purchases.

  • Don't edit during learning: edits reset it.
  • Run fewer, larger ad sets rather than many small ones.

With a small budget, the first thing I cut is the number of ad sets, so each one gets enough budget to collect results. If the optimisation event is too rare, I move it one step up the funnel. Splitting a small budget across many ad sets is the mistake I see most.
