A Facebook ad set not delivering needs checking at every level: campaign, ad set and ad can have different statuses. Hover over any error or warning. Then check the budget meets the minimum, the bid cap isn't too low, you haven't paused or edited it repeatedly, and no daily or account spending limit has been hit.

What this error means

The ad set is on but isn't spending, or has slowed or stopped. Something in the setup is stopping the delivery system from entering auctions: a status problem at another level, a budget or bid that's too low, constant changes, or a spending limit. New ads also take a short time before metrics appear.

The campaign may look on while the ad set or ad is off, in review or in error.

The ad set budget is too low to meet the minimum Meta requires.

3Bid cap or cost goal too low

Other advertisers are bidding more, so your cap is not competitive.

4Too many pauses or late changes

Frequent pauses and end-of-day budget changes disrupt pacing.

How to tell if this is you: Activity history shows many changes before the drop.

5A spending limit was reached

Meta's daily spending limit or your account spending limit has paused delivery.

6Creative fatigue

People have seen the same creative too many times.

How to fix it

Read the status

  1. Check the Delivery column at all three levels.
  2. Hover over errors and warnings for the action to take.

Fix budget and bid

For: Budget below the minimum, Bid cap or cost goal too low

  1. Edit the ad set and raise the budget to meet the minimum.
  2. With a cost per result goal, keep the daily budget at least 5 times the goal.
  3. Raise or remove a bid cap that is no longer competitive.

Stop disrupting delivery

For: Too many pauses or late changes

  1. Check activity history for changes made just before delivery slowed.
  2. Avoid frequent pauses and late-day budget changes.

  • Set budgets above the minimum and leave pacing alone once live.
  • Refresh creative before the Delivery column shows Creative fatigue.

Status column first, then the schedule, budget and end date, then audience size. After that I look for a payment issue or spending limit on the account. The notice at ad set or ad level usually points at the cause before I need to dig any deeper.

Why is my Facebook ad active but not spending?

Check every level for a different status, the budget against the minimum, your bid cap, and whether a daily or account spending limit has paused ads. Ads paused by the account spending limit can still be listed as active.

Can Meta spend more than my daily budget?

Yes. Meta may spend up to 75% over or below your daily budget on a given day.

Why did delivery drop after I changed the budget at night?

Budget or schedule changes near the end of the day may not give the system time to apply them, so delivery can speed up or slow down the next day.

What does Creative fatigue mean?

Your audience has seen the same creative too many times.

Why do I see no data on a new ad?

Metrics can take a short time to appear after an ad starts. Meta says these delays are normal.
