What this error means
When your ad sets target similar people, they end up in the same auctions. Meta doesn't let your ads bid against each other, so it enters one and holds back the rest. That can stop the others spending their budget or leaving the learning phase.
Meta says overlapping audiences aren't necessarily bad, but can lead to poor delivery of your ad sets.

How to fix it
Measure overlap
- Go to your Audiences.
- Check up to 5 audiences, then click
Actions>Show audience overlap. - Use audiences of at least 10,000 accounts for useful results.
Reduce it
- Combine similar ad sets and their budgets.
- Turn off the ad sets that are learning limited or have the fewest results, and move their budget.
- Consolidate campaigns into fewer ad accounts.
- Optionally, create an automated rule to manage auction overlap.

- Plan account structure so each ad set reaches a distinct audience.
- Run one advertiser from as few ad accounts as possible.

A fixed percentage is not how I work. If the overlap tool shows ad sets competing for the same people and costs are rising, I merge them or exclude one from the other. Small ad sets overlapping heavily are the first I combine, since they split budget and slow learning.
