What this error means
Google looks at how often a keyword has been searched worldwide over the past twelve months. If the answer is barely ever, the keyword is set aside and doesn't enter auctions until searches pick up. It does no harm to the account.
Google's definition: the keyword isn't eligible to show ads frequently because it's associated with very little search traffic.

- Rewrite the keyword to something less specific.
- Remove it and find alternatives in Keyword Planner, which projects average monthly searches from 12 months of trends.
- Or leave it: Google rechecks automatically in a week, which suits new brands and products.

Google rechecks low search volume keywords automatically and says it will check again in a week. If searches increase even slightly, the keyword is reactivated.
How to stop it happening again
- Check new keywords in Keyword Planner before adding them.
- Avoid very long or highly specific phrases as standalone keywords.

Very niche, local, long-tail and brand-new product terms are the typical ones. I group them with related terms or use a broader match type under a clear theme. I do not delete them straight away, since small keywords can still convert.
