What this error means

Google suspended the account because it believes you tried to evade its review: showing Google different content from people, bringing back disapproved ads in new forms, spreading violations across accounts or giving false verification details. This is an egregious policy, so the suspension came without warning.

Google's policy prohibits practices that circumvent or interfere with its advertising systems and processes, or attempts to do so.

Why it happens

1Cloaking

Showing Google different content from what people see, to hide something that breaks the rules. A pop-up that blocks most of the site's content counts. Different languages or offers are fine, but the product must be the same for everyone.

2A hacked site added cloaking without your knowledge

Websites can be hacked and cloaking content added without the owner knowing.

How to tell if this is you: The Safe Browsing tool flags your site, or you see redirects you did not set up.

3Disapproved ads came back in a new form

Creating variations of ads, domains or content that were already disapproved, to get past enforcement, counts as circumventing.

How to tell if this is you: The account recently re-ran ads or domains similar to ones that were disapproved.

4Linked accounts were suspended or spread violations

Opening new accounts after a suspension, or spreading violating ads across 2 or more accounts, is covered. Suspensions on connected accounts need to be reinstated through appeal.

How to tell if this is you: Another account tied to your business, payment method or agency is suspended.

5Verification details were false

Submitting false information in a Google verification programme is a circumventing systems violation.

How to tell if this is you: The details you gave in advertiser verification differ from your business documents.

6Complaints or regulatory action

Adverse regulatory warnings, settlements or rulings, or direct complaints from users or businesses, can lead to suspension.

How to tell if this is you: Your business has had a regulator warning or a wave of customer complaints.

How to fix it

  1. Ask any agency or person who manages the account what was changed.
  2. Make sure your site shows Google and people the same product, and remove any pop-up that blocks most of the content.
  3. Check the site with the Safe Browsing tool in case it was hacked.
  4. Use only click trackers certified by Google.
  5. Resolve suspensions on any connected accounts through the appeal process.
  6. Complete advertiser verification if Google asks, with accurate details.

How to appeal or request a review

Appeal only if you believe there's been an error. Accounts are reinstated only in compelling circumstances, such as a mistake, so be thorough, accurate and honest.

  1. In your Google Ads account, select the Contact Us link in the notification at the top of the screen.
  2. Complete the appeal form that opens on the right side of the screen.
  3. Wait for the email with the outcome. Selecting Contact Us again while the appeal is processing only shows an Appeal pending status.
  4. If the appeal is rejected, you can appeal again the same way.

What to include

  • If Google saw different content from your visitors, explain why, and the steps you took to stop it, such as removing redirections.
  • If you run several accounts, explain why, and how suspensions on connected accounts were resolved.
  • Complete advertiser verification first if Google has asked for it. After 3 failed verification attempts you cannot appeal.

What not to do

  • Don't open a new account to keep advertising. Creating new accounts after a suspension is itself a circumventing systems violation.
  • Don't relaunch disapproved ads or domains in a new form while you wait.

How long it takes

Google doesn't publish a review time for suspension appeals. When the appeal has been reviewed, you get an email with the outcome.

How to stop it happening again

  • Show the same product to Google and to every visitor; vary only things like language or offer.
  • Use click trackers certified by Google.
  • Give accurate details in every verification step.
  • Fix disapprovals instead of re-running variations of the same ads.
