Google Tag Manager Changes Not Showing Live: Publish Steps and Checks

Last checked against Google's documentation. By Muhammed Abdul Kalam. Data loss

Quick fix

Google tag manager changes not showing live almost always means they haven't been published. Preview only tests a draft. Click Submit, select Publish and Create Version, then Publish. Choosing Create Version alone saves without publishing, and with multiple environments you must pick the right one. Also check the container is installed on your site.

  • Click Submit and choose Publish and Create Version.
  • Check you did not choose Create Version only.
  • Check the environment you published to.
  • Check the container is installed on the site.

What this error means

Tag Manager keeps your edits in a workspace draft. Preview shows how the draft would behave, but nothing changes for visitors until you publish a version. Several settings can leave a change saved but not live.

Why it happens

1Changes were never published

Workspace changes only go live when published.

How to tell if this is you: Preview works but the live site does not.

2Create Version was chosen instead of Publish

Create Version saves a version without publishing.

How to tell if this is you: A new version exists but is not live.

3A different environment

Publishing to another environment does not update the live one.

How to tell if this is you: The container uses multiple environments.

4Container not installed

The container must be installed on the website.

How to tell if this is you: The live page has no Tag Manager snippet.

5Approval or access needed

Versions need Approve access, and 360 containers may need approvals.

How to tell if this is you: You cannot publish or are asked for approval.

How to fix it

Publish correctly

For: Changes were never published, Create Version was chosen instead of Publish, A different environment

  1. Click Submit at the top right.
  2. Select Publish and Create Version.
  3. Choose the right environment if you use several.
  4. Click Publish.

Check the installation

For: Container not installed

  1. Install the Tag Manager container on your website.

Recover from a bad publish

For: Changes were never published, Approval or access needed

  1. Revert the workspace to an earlier version and publish it.
  2. Check the publish history to see what went live and who published it.

How long it takes

Google doesn't publish a timeline for this.

How to stop it happening again

  • Test in Preview, then publish with a clear version name.
  • Check the publish history after each release.
  • Make sure someone with the right access can publish.

From my desk

Most of the time the change was previewed but never published. I check the container's latest published version against the workspace, make sure someone picked Publish and Create Version rather than only creating a version, and check the environment. Then I confirm the live site actually loads that container.
