What this error means
When visitors decline cookies, tags can no longer link their ad click to a later conversion, so reported conversions fall. Consent mode passes the choice to Google, and conversion modeling estimates some of the missing conversions once the setup and click volume qualify.

The banner is the first suspect: whether tags wait for consent and whether consent signals are sent correctly. Then I test accepting and declining in Tag Assistant. Tags staying blocked even after a visitor accepts is a setup issue, not lost demand.
