What this error means
Before a phone number can appear in your ads, Google checks it belongs to the advertised business, usually by finding it on your website. If its crawler can't find the number, the call asset is disapproved as an unverified phone number.
Google requires numbers in call assets to be in service and relate to the advertised company.

How to fix it
Verify by showing the number

- Show the exact number as text on a page of the same domain as the ad's display URL.
- Put it in E.164 format in the page source, on a frequently visited page.
Verify by proving domain ownership
For: Call tracking swaps the number
- Link Google Search Console with Google Ads.
- Or add your Google Ads conversion tracking or remarketing tag to the site.
Location assets
- If the number comes from Business Profile, update it in Business Profile; it flows through to Google Ads.
How to appeal or request a review
Appeal once you've fixed the problem, or if you believe the review got it wrong.
- Open Policy manager.

What to include
- Pick the reason that matches what happened: you're disputing the decision, or you've made changes to comply.
What not to do
- Don't keep resubmitting an appeal that failed or was marked as a duplicate. Make a small edit to the ad text or final URL and save it instead, which makes Google crawl the page again.
- Don't appeal the same ads again within 24 hours. Appeals inside that window are marked as duplicates.
- Don't waste attempts. After 3 unsuccessful appeals on one ad, you can't appeal it again until you contact Google Ads support.
How long it takes
After you edit the asset, Google re-reviews it automatically, typically within 24-48 hours.
How to stop it happening again
- Keep the advertised number in text on your site.
- If you add call tracking later, link Search Console first.
- Fix disapprovals promptly: this policy gives at least 7 days' warning before any suspension.

Compare the number in the asset with the number on the website. If the site shows a different number, a missing one, or an odd format, Google may not verify it. I put the two side by side and check the country code as well.
