Google Ads Ad Strength Poor: What It Means and How to Improve It
Quick fix
Google ads ad strength poor means your responsive search ad has too few, too similar or poorly matched assets. Add up to 15 headlines and 4 descriptions, work your keywords into them, keep at least 6 sitelinks, and cut back on pinning. Google says the rating doesn't directly decide whether the ad can serve.
- Add headlines and descriptions up to the 15 and 4 limits.
- Work your main keywords into headlines, each inside a single headline.
- Add sitelinks until you have at least 6 across ad group, campaign and account.
- Remove unneeded pins and avoid duplicate pins.

What this error means
Ad strength is feedback on a responsive search ad, rated from Incomplete to Excellent, with action items to improve it. Poor means the mix of assets is thin or doesn't match your keywords well. It's a guide for building the ad, not a rule about whether the ad can run.
Google describes ad strength as a rating of the potential effectiveness of a relevant ad, plus specific action items that can improve it.
Why it happens
1Too few headlines and descriptions
With few assets, Google has fewer combinations to build ads from.
How to tell if this is you: The ad uses well under 15 headlines and 4 descriptions.
2Assets don't match the keywords
The rating depends on how well the assets match the keywords in the ad group.
How to tell if this is you: Your ad group keywords rarely appear in the headlines or descriptions.
3Repetitive wording
Headlines and descriptions that repeat the same words or ideas add few useful combinations.
How to tell if this is you: Several headlines say nearly the same thing.
4Heavy pinning
Pinning reduces how many assets can show, and duplicate pins block testing.
How to tell if this is you: Most headlines are pinned to positions.
5Fewer than 6 sitelinks
Sitelinks across the account, campaign and ad group count toward the rating.
How to tell if this is you: The ad action items mention sitelinks.
6Setup is missing (Incomplete rating)
An Incomplete rating points to a missing final URL, ad group or keywords.
How to tell if this is you: The rating says Incomplete rather than Poor.
How to fix it
Add and diversify assets
For: Too few headlines and descriptions, Repetitive wording
- Provide up to 15 headlines and 4 descriptions.
- Make each headline and description say something different.
Match assets to keywords
For: Assets don't match the keywords
- Put each main keyword entirely inside one headline.
- Move keywords longer than the headline limit into descriptions.
Add sitelinks and cut pinning
For: Fewer than 6 sitelinks, Heavy pinning
- Add sitelinks to reach at least 6 and opt in to dynamic sitelinks.
- Pin only 1 or 2 essential headlines and leave the rest unpinned.
Complete the ad setup
For: Setup is missing (Incomplete rating)
- Add a final URL, assign the ad to an ad group and add keywords to that ad group.
How long it takes
Google doesn't publish a timeline for this.
How to stop it happening again
- Run at least 2 responsive search ads per ad group, rated Good or Excellent, each with its own final URL.
- Revisit the ad copy after you change keywords, because the rating recalculates.
- Check the
Ad strengthcolumn in the Ads table regularly.
From my desk
Ad Strength is a hint about variety, not a score to chase. A Poor rating deserves a look if it shows repetitive or too few assets. I ignore it when the ads are clear and performing, since a higher rating does not promise better results.
