Buffer and Hootsuite are both described as social media management tools, which conceals the only difference that matters for most buyers: they do not charge for the same thing.
Buffer bills per channel. One Instagram profile is one channel, and Essentials is $5/month for one channel, or $60 billed yearly. Buffer’s own FAQ makes the consequence explicit: a portfolio of 30 accounts costs the same whether it is one brand or 15, and you pay per channel rather than per brand or per client.
Hootsuite bills per user seat. Its FAQ states that paid plans start at $99 for a Standard plan, $199 for a Professional plan and range up to $399 for an Advanced plan, per user per month on annual billing, with Standard covering up to 10 social accounts and Professional unlimited.
So the question is not which tool is better. It is which of your two numbers is bigger: the accounts you manage, or the people who manage them.

Work two realistic cases through that table, because the headline figures mislead in both directions.
A consultant running 8 client accounts alone. On Buffer Team, that is 8 channels at $10/month, so $80/month with approvals and unlimited team members available if a client wants to review. On Hootsuite Standard, that is one seat at $99 per user/month covering up to 10 accounts. The two are close, and Hootsuite includes listening that Buffer does not have at all.
An in-house team of six managing four accounts. On Buffer Team, that is 4 channels at $10/month, so $40/month, with all six people included. On Hootsuite Standard, that is six seats at $99 per user/month, so $594/month. Same work, fifteen times the bill, and nobody’s feature list explains the gap.
That is the whole comparison in two paragraphs. Count your channels, count your seats, and the pricing model decides more than the product does.
When to Choose Buffer
Choose Buffer when the account count is high and the headcount is low, or when the budget is a real constraint.
The per-channel model is genuinely well suited to agency work, and Buffer has clearly designed for it. Channels can be added when a client signs and removed when they leave, and the volume discount above 10 channels means a growing roster gets cheaper per account rather than more expensive. The testimonial Buffer puts on its own pricing page makes the point better than its marketing copy does: an agency owner describing being able to drop a channel when a client’s contract ends rather than paying for it indefinitely.
The free plan is also unusually honest for this category. Three channels, 10 scheduled posts per channel, the AI Assistant with unlimited credits, 30-day Insights and a community inbox is enough to actually run a small presence rather than enough to see the interface. For a creator or a one-person business, it may be the whole answer.
On features, Buffer covers the core competently: a visual calendar, a queue, threaded posts, reminder notifications for Instagram, TikTok and YouTube, a community inbox with AI replies, insights with no history limit on paid plans, CSV, PDF and markdown exports, and custom UTM parameters. Team at $10/month per channel adds approval workflows, notes, custom access and branded reports, with unlimited team members, which is the detail that makes Buffer viable for a small in-house team as well as a solo operator.
Two honest limits. Buffer has no social listening product, so if monitoring conversations beyond your own accounts is part of the job, Buffer is not a candidate at any price. And unlimited scheduling is capped by a fair use policy at 5000 posts per channel, which Buffer discloses and which will not affect you.
When to Choose Hootsuite
Choose Hootsuite when social is a function with several people in it, not a task one person does.
The workflow depth is the reason, and it is real. Advanced adds approval workflows with internal comments, message assignment with skill-based routing, customer satisfaction surveys and team productivity reporting. That is the toolkit of a team that answers inbound messages against a response-time expectation and has to prove it did. Buffer’s approvals are a review step; Hootsuite’s are an operating model.
Listening is the second reason, and it is a capability gap rather than a quality difference. 30-day Quick Search from Professional, comparison of up to five results, exportable results and AI-powered forecasting up to 90 days ahead, extending to 13 months of historical data, advanced data sources, alerts and brand review monitoring on Enterprise. If someone asks what people are saying about your category rather than to your accounts, Hootsuite answers that and Buffer does not.
Reporting is the third. Customisable and scheduled reports, benchmarking against up to 20 competitors on Professional against five on Standard, branded exports, and on Enterprise advanced social attribution and ROI reporting. Agencies and in-house teams that have to justify social spend to a finance function tend to find this is what the seat price actually buys.
Enterprise governance is the fourth and narrowest reason: single sign-on, custom compliance solutions, Salesforce integration and employee advocacy through Parliament. These matter enormously to regulated organisations and not at all to anyone else.
The caveat is the seat cost, and it compounds. Hootsuite’s own FAQ notes that some features are only available with multiple user seats, so the plan that looks adequate for one person may need two seats to do what you read about. Price the seats you will actually need, not the one you will start with.
Where They’re Genuinely Different
The deepest difference is who each company has decided to serve. Buffer publishes its pricing changes, discloses its fair use cap, offers a 50% nonprofit discount and sells to individuals on a card. Hootsuite starts at $99 per user/month, has no free tier, and reserves its strongest capabilities for plans aimed at organisations with a social team. Both are coherent strategies, and neither is pretending otherwise.
The second difference is scope. Buffer is a publishing and engagement tool that has stayed close to that job. Hootsuite is a suite: publishing, inbox, listening, advocacy, governance. Suites are worth paying for when you would otherwise buy four tools and when somebody will use all four, and they are expensive overhead when you want one.
The third is how cost behaves as you grow, and it runs in opposite directions. Buffer’s cost grows when you take on more accounts and stays flat when you hire. Hootsuite’s cost grows when you hire and stays flat when you take on more accounts, at least above Standard’s 10-account limit. A growing agency and a growing in-house team therefore have opposite answers, which is why this comparison produces such different verdicts from people who are both being honest.
One practical note on evaluating either. Both products are easy to assess on the wrong criteria, because the demo shows you publishing and publishing is the part everyone already knows how to do. Test the parts that will actually consume your week: replying to a day’s comments, pulling the report your manager asks for monthly, and getting a post approved by someone who does not log in often. Those three tasks separate these tools far more than the calendar view does.

Essentials at $5/month per channel or Team at $10/month per channel with unlimited team members is priced for how that work is actually shaped, and the free plan means you can test it properly before paying anything.
If social is a team function with inbound messages to route, conversations to monitor and reports to defend, use Hootsuite. Standard at $99 per user/month is the floor, Professional at $199 per user/month is where listening and real reporting start, and Advanced is where the collaboration tooling lives. Count your seats honestly before approving it, because that number is the whole cost.
The quick test: write down how many social accounts you manage and how many people need to log in. If the first number is much larger, Buffer. If the second is, or if you need to listen to conversations you are not part of, Hootsuite. If the two numbers are close and you only need publishing, take the cheaper one and spend the difference on the content.
