It starts with your brief and a short call so I understand the business, the numbers and what has been tried. I then send a plan with scope, timeline and pricing. Some clients hire me for a one-off project such as an audit, a launch or a website; others keep me on a monthly retainer to run and improve campaigns.

Often, yes. What matters more than the size of the budget is whether the numbers can work: a clear offer, a market that searches or scrolls for it, and enough budget to test properly. If I think your budget is too thin for the goal, I will say so and suggest what to do first.
